Major OTR project in limbo for at least two more weeks

The Cincinnati City Council put a large Over-the-Rhine mixed-use project on hold Monday at the behest of neighborhood groups who oppose it because of its buildings’ height, design and the number of parking spaces set to be built at Liberty and Elm streets.
