Thrive Living breaks ground on Costco-anchored apartment project in South L.A.
The housing component of the project is the first in Los Angeles to move forward under state law AB 2011, the Affordable Housing and High Road Jobs Act, created to streamline approvals for apartment and mixed-use projects with low-income housing.
